Impact Report on Raising the Village’s Village Cluster Program
The Village Cluster Program approach aims to be easily adaptable and replicated by others within the global development sector because of its low-cost, high-impact structure. RTV's target is to raise household incomes above the $1.90/day extreme poverty line within a 24-month timeframe, through a one-time investment of USD$15.
24 months ago, RTV launched the Village Cluster Program in the northern sector of Uganda’s Kisoro district to evaluate the feasibility of transforming an entire region of last-mile communities living in extreme poverty through the application of our method. Since that time, RTV has worked with 111,936 beneficiaries across 152 villages.

Raising the Village (RTV) collected data on outcomes of the participating population before and after the program. To estimate the change attributable to the program, RTV compared the participating population to a similar population.
RTV data collectors surveyed every third household they came across in RTV villages so that each household had a similar probability of being surveyed. The same 'one in three households' sampling method was also used in comparison villages.
Comparison villages are located in the same sub-county as participating villages. RTV surveyed enough households to have a 95 percent chance of detecting a significant difference between the incomes of participating and comparison households.
